We were joint lead client adviser (architectural and technical) to the London Borough of Brent on the development of their new BREEAM Outstanding £100m Civic Centre in the heart of Wembley.
Forming a key part of the Councils in-house team, we were appointed via the OJEU tender process to develop the strategic business case for the (potential) redevelopment of a new Civic Centre. This included assessing the reuse options of the existing 1930s Town Hall through feasibility studies and consulting with officers and councillors to enable the creation of a development brief.
Our role was subsequently extended to deliver the full building brief, undertake assessments of potential sites alongside the agents, negotiate with Quintain Estates for the preferred site and carry out massing studies. We also developed the documentation for the procurement of the multi-disciplinary design team, managed the design analysis of the architectural competition and subsequently advised on design development through to the appointment of the Main Contractor. On completion, the project director at Brent Council praised Consarc, stating: “All their work led to our affordability argument, without which the project would have been impossible. Liz Pickard was crucial in helping members see the potential of the project.”
